At the Free State Foundation's luncheon series, John Mayo presented his talk, "Creating a 21st Century Universal Service Policy," to a luncheon gathering of Hill staff and industry professionals, hosted by the Free State Foundation. Joining him for this luncheon seminar series were FCC Commissioner Deborah Taylor Tate and Professor of Telecommunication and Public Policy, Gerald Brock.
