Anna-Maria Kovacs released a policy paper, “The Effect of Title II Classification on Wireless Investment.” She puts forth that “it is not Net Neutrality itself that hinders investment in wireless infrastructure, but the invocation of common-carrier regulation. It is important, therefore to reverse the Title II designation of BSPs, while still protecting Internet freedom.”
