Kovacs’ presentation at Emerging Issues Policy Forum submitted to FCC record

Visiting senior policy scholar Anna-Maria Kovacs presented research at the Emerging Issues Policy Forum (EIPF): Digital Pathway Summit on January 14th. Kovac’s presentation, based on her policy paper Rebooting Lifeline for Broadband (November 2015), was in turn submitted to the Federal Communications Commission by EIPF. Kovac’s work highlights the importance of extending Lifeline to cover broadband as well as voice service, switching to an eligibility verification process that is not tied to the communications providers, and completing further research to understand price and non-price factors that influence broadband adoption.
